Jyotirlingas

Jyotirlinga or Jyotirling or Jyotirlingam is a shrine dedicated to Lord Shiva where Shiva is worshipped in the form of a Jyotirlingam or "Lingam of Light". There are said to be twelve Jyotirlinga shrines in India although their location is not consistently identified. The Jyotirlingas look like any other Shiva Linga. However, it is believed that a person who has attained a certain degree of spirituality sees these lingas as columns of fire piercing through the earth.

The Twelve Jyotirlingas
There are 12 famous Jyotirlingas where Lord Shiva appeared in the form of light (Jyothi) lingam. These have been worshipped from time immemorial. They are mentioned in the Dwadasa Jyotirlinga Stotra and are enshrined in following temples. Please click on the links to know more about the significance of each of these Jyotirlingas.

Legend of Jyotirlinga
According to a legend of Lingodbhavamurthy narrated in Linga Purana, once Lord Vishnu and Lord Brahma were fighting to prove who was the Supreme Being. At this point, Lord Shiva appeared as a flaming Linga and challenged the duo to measure the gigantic Linga (phallic symbol of Lord Shiva). Brahma and Vishnu decided to find one end each and declared that whoever returned first would be acknowledged as supreme. Vishnu assumed the form of a boar and went down. Brahma, in the form of a swan, flew upwards. They searched for days but in vain and returned to the starting point exhausted and bewildered. At that moment, the central part of the pillar split open and Shiva revealed himself in his full glory. Brahma and Vishnu realized their mistake and acknowledged Shiva as the Supreme Being.

Since it was on the 14th day in the dark half of the month of Phalguna that Shiva first manifested himself in the form of a Linga, the day is especially auspicious and is celebrated as Mahashivaratri. Significance of Jyotirlingas
Jyotirlinga shrines are held in great reverence in Hinduism. Puranas talk in detail about the significance of greatness of the Jyotirlingas. It goes on to say that by reciting the name of 12 Jyotirlinga a devotee can eliminate all the sins. Besides, the devotee becomes calm, chaste and pure as he becomes illuminated and enlightened with supreme and divine knowledge. The names mentioned for the benefits of all are:

Shiva Tandava

Lord Shiva is also known as Nataraj, the Dancing God. This divine art form is performed by Lord Shiva and his divine consort Goddess Parvati. The dance performed by Lord Shiva is known as Tandava. Shiva’s Tandava is a vigorous dance that is the source of the cycle of creation, preservation and dissolution. Tandava depicts his violent nature as the destroyer of the universe.

Characteristics of Tandava Dance
According to scholars, ‘Characteristics of the Tandava Dance’ have been described in the fourth chapter of Bharat Muni’s Nata Shastra, which is referred to as fifth Veda and an expression of Lord Shiva’s eternal dance - Tandava. It says that Shiva’s Tandava is embellished with 108 karanas and the 32 anghaharas - the composite parts of the dance. Bharat Muni further says that Lord Shiva conceived the dance, as he was very much fond of dancing every evening. Shiva further mentioned that 108 karnas included in tandava could be employed in the course of dance, fight, and personal combats and in other special movements like strolling.

Types of Tandava
Some scholars believe that there are seven different types of Tandava. The tandava performed with joy is called Ananda Tandava and that which is performed in violent mood is called Rudra Tandava. The other types of tandava identified are Tripura Tandava, Sandhya Tandava, Samara Tandava, Kaali Tandava, Uma Tandava and Gauri Tandava. However, there are few people who believe that there are 16 types of Tandava.

Significance of Shiva's Tandava Nritya
According to religious scholars, the cosmic dance of Shiva, called 'Anandatandava,' meaning, ‘the Dance of Bliss’ symbolizes the cosmic cycles of creation and destruction, as well as the daily rhythm of birth and death. The dance is a pictorial allegory of the five principle manifestations of eternal energy - creation, destruction, preservation, salvation, and illusion.

According to learned scholar, Coomerswamy, the dance of Shiva also represents his five activities namely,

'Shrishti' - creation, evolution
'Sthiti' - preservation, support
'Samhara' - destruction, evolution
'Tirobhava' - illusion
'Anugraha' - release, emancipation, grace

The overall temper of the image is paradoxical, uniting the inner tranquillity, and outside activity of Shiva.

Lasya
The dance performed by Goddess Parvati is known as Lasya. In Lasya, the movements are gentle, graceful and sometimes erotic. Some scholars call Lasya, the feminine version of Tandava. Lasya is of two kinds - Jarita Lasya and Yauvaka Lasya. According to the Puranas, Shiva dances a wild and vigorous (tandava) dance in the cremation grounds at night but dances a soft and graceful (lasya) dance in the tranquillity of the twilight.

Mahashivaratri Festival

Mahashivaratri Festival or the ‘The Night of Shiva’ is celebrated with devotion and religious fervor in honor of Lord Shiva, one of the deities of Hindu Trinity. Shivaratri falls on the moonless 14th night of the new moon in the Hindu month of Phalgun, which corresponds to the month of February - March in English Calendar. Celebrating the festival of Shivaratri devotees observe day and night fast and perform ritual worship of Shiva Lingam to appease Lord Shiva.

Legends of Mahashivratri
There are various interesting legends related to the festival of Maha Shivaratri. According to one of the most popular legends, Shivaratri marks the wedding day of Lord Shiva and Parvati. Some believe that it was on the auspicious night of Shivaratri that Lord Shiva performed the ‘Tandava’, the dance of the primal creation, preservation and destruction. Another popular Shivratri legend stated in Linga Purana states that it was on Shivaratri that Lord Shiva manifested himself in the form of a Linga. Hence the day is considered to be extremely auspicious by Shiva devotees and they celebrate it as Mahashivaratri - the grand night of Shiva.

Traditions and Customs of Shivaratri
Various traditions and customs related to Shivaratri Festival are dutifully followed by the worshippers of Lord Shiva. Devotees observe strict fast in honor of Shiva, though many go on a diet of fruits and milk some do not consume even a drop of water. Devotees strongly believe that sincere worship of Lord Shiva on the auspicious day of Shivaratri, absolves a person of sins and liberates him from the cycle of birth and death. Shivaratri is considered especially auspicious for women. While married women pray for the well being of their husbands unmarried women pray for a husband like Lord Shiva, who is regarded as the ideal husband.

To mark the Shivratri festival, devotees wake up early and take a ritual bath, preferably in river Ganga. After wearing fresh new clothes devotees visit the nearest Shiva temple to give ritual bath to the Shiva Lingum with milk, honey, water etc.

On Shivaratri, worship of Lord Shiva continues all through the day and night. Every three hours priests perform ritual pooja of Shivalingam by bathing it with milk, yoghurt, honey, ghee, sugar and water amidst the chanting of “Om Namah Shivaya’ and ringing of temple bells. Nightlong vigil or jaagran is also observed in Shiva temples where large number of devotees spend the night singing hymns and devotional songs in praise of Lord Shiva. It is only on the following morning that devotee break their fast by partaking prasad offered to the deity

आज बच्चों को खेलते देख तो अपना बचपन याद आ गया जहाँ खेलते थे हम वो गल्ली मोहल्ला आँखों के सामने चा गया ....वो लड़ाई बचपन के दिन वो दिनभर दोस्तों के साथ गाय चराना.स्कूल से भाग जाना कभी दोस्तों को परेशां करना,जब कभी याद आता है स्कुल में दोस्तों से झगड़ना टूशन में जूते चपलों का तोडना.फिर गुरु जी की मार पड़ना फिर एक हो जाना पल भर में बात बंद और फिर अगले दिन खेलना सबके संग ......जब वो दिन थे तब लगता था की कब होगा ये स्कूल ख़तम और कब जायेंगे किसी कॉलेज दोस्तों के संग पर आज देखो कौन कितना साथ है कम से कम मिलते थे तब रोज़ पर आज तो वो महीनो के बात है ....आज हर मुलाक़ात में उन्ही यादों का ज़िक्र रहता है जैसे कल की बात ही हो जब यहाँ की हर गली में एक मित्र रहता है ....जब आया करते थे स्कूल से लौट कर हम दोस्तों के साथ खाते हुए आलू पकोड़ी गरमा गरम चना के छोले तब हर बात में एक अजब ही मुस्कराहट होती थी हर आँख में एक अलग ही शरारत होती थी ....देखो आज वक़्त ही कहाँ है उन दिनों जैसे जीने के लिए हर कोई लड़ रहा है ज़िन्दगी से इस भागती दुनिया में सुकून से जीने के लिए ...मेरी कहानी मेरी जुबानी http://chefkundansingrawat.blogspot.comमै पूर्व प्रकाशीत हैं -सर्वाधिकार सुरक्षीत .

MEANING OF WATT

In Sahaspur, a tiny hamlet of five families about 30 km from Dehradun, the steady electric glow of tungsten is causing inhabitants to stay up all night. It may well be excitement, but it's understandable. So recent a phenomenon is electricity in this village that the naked bulbs don't have switches yet. Also, tree trunks double up as electricity poles and there are only zero-watt night bulbs to cast kitchens and verandahs in their inadequate, watery light. The power, surprisingly, does not come courtesy the Uttaranchal State Electricity Board. The villagers generate it themselves using a gharat or a water mill. Even as the village sleeps, the mechanical energy of rivers and mountain streams is being converted into electrical energy.

Thanks to upgraded technology and a little help from NGO Himalayan Environmental Studies and Conservation Organisation (HESCO), the water mill is suddenly working a lot faster and generates all of 2 KW of electricity a day in the process. "With electric lights in our homes, our lives are changing. But it will take a little getting used to," grins Jaipal, who operates the water mill and provides free electricity to the villagers.

Sahaspur is not alone in this electricity revolution. In fact, there is a lot of churning going on in the hills of Uttaranchal, as village after village upgrades its old water mills and learns to generate its own electricity. So far, more than 30 villages have been electrified using upgraded water mills. Now, the Indian army is employing the technology to electrify villages along the LoC where water mills exist.

"There are about two lakh water mills in the mountainous regions of Uttaranchal, Himachal, Jammu & Kashmir and the Northeast. Almost every village has at least one water mill," says Anil Joshi, founder of HESCO which developed the technology. These mills, traditionally used to grind grain, have been around for centuries and tap fast-moving water sources. Water channelled from such sources causes wooden turbines to rotate at reasonable speeds, thus allowing a grinding stone to grind maize, millet and other local grains into flour. According to Joshi, water mills operate on the same principle as big dams.

"With the entry of pre-packaged flour and newer, fuel-operated grinding machines into villages, water mills were abandoned because they were too slow and time-consuming," explains Manmohan Negi, a rural engineer with HESCO. Water millers, who derived their incomes from grinding grain for commercial and local needs, were forced to seek other employment. Engineers at HESCO undertook the task of upgrading water mills to make them viable once again. Wooden turbines were replaced with iron ones, and ball bearings or pulleys were introduced to increase the speed of rotation. "Our motive was to marry traditional technologies with new scientific wisdom," says Joshi.

Water mills upgraded in this way can generate between 1 KW and 7 KW of electricity. A single kilowatt (1,000 W) of electricity can light five 100 W bulbs and about three fans; with 7 KW, a small village can easily run TV sets, refrigerators, and coolers. In addition, upgraded water mills are able to grind grain five times faster, thus helping water millers increase their incomes. These new water mills can also be used for de-husking and cotton-combing, thus increasing the avenues for income generation.

Take, for instance, the case of Heera, a water miller at Donkwala village who was driven to penury two years ago. Although Donkwala's view of the sky is marred by criss-crossing electricity wires of the state electricity board, the village was never electrified until its three water mills were upgraded in 2002. Heera now earns Rs 4,500 a month by grinding produce for local merchants and villagers.His upgraded water mill generates 3 KW of power, and along with the two other water millers, they generate a maximum of 9 KW. It's enough for Donkwala's 12 families to run 12 100 W bulbs, four TV sets, a video player and several fans.

Heera recently bought a black-and-white TV and converted his mud-and-thatch hut into a one-room, pucca house with his new earnings. "I don't charge people for the electricity, but if the mill stops working, everyone has to pitch in for the repair costs," he says. Some water millers, however, do charge between Rs 10 and 20 per month for electricity, which is far cheaper than the monthly expense villagers incur on kerosene.

Upgrading water mills is not a very expensive proposition either. On an average, upgrading costs between Rs 38,000 and Rs 60,000 per water mill. This includes the cost of the iron for the new turbines, the fabrication cost and the cost of building a pucca structure around the water mill to absorb vibrations. Funds for upgrading have come from the department of science and technology, and labour is provided by the villagers. Gopal, a water miller at Lacchiwala village near Rishikesh, is into fabricating the new iron turbines and employs three people. At present, he is busy fabricating 15 iron turbines ordered by the army. "I have also been providing 3 KW of electricity to six houses in Lacchiwala," he says.

And now, the technology behind improved water mills may just be in demand for commercial purposes. Recently, an entrepreneur in Mussoorie, V.S. Rana, bought the technology, including an iron turbine, for Rs 40,000 to generate 5 KW of electricity for his leisure resort at Kempty Falls, a nearby tourist spot. "Although we had an electricity connection, the voltage fluctuated and power supply was erratic. So we decided to harness some of the water at Kempty Falls and set up a water mill to generate our own electricity," says Rana. The water has been routed through the water mill and eventually joins the falls. Although the water mill is experiencing teething trouble, it is designed to generate enough electricity to run seven 100 W lights and a refrigerator.

However, Joshi and his team are not too keen on exploring the commercial possibilities of their technological innovation. Rather, they prefer to continue upgrading water mills across the Indian mountains providing a necessity that successive governments have not been able to give to the villagers. "Our goal is community empowerment through technology that is affordable, feasible and can be repaired by those who operate it," says Joshi. With villagers lighting their own way, the hills will soon twinkle at night.

(दीपक फरस्वाण)देहरादून जाने-माने शराब व्यवसायी पोंटी चड्ढा की उत्तराखंड में खासी धमक है। शराब और खनन का कारोबार हो या फिर सियासत का जोड़तोड़, चड्ढा का नाम बीते एक दशक में हमेशा चर्चा में रहा।

प्रदेश में राज करने वाली पार्टी कोई भी हो, चड्ढा के लिंक हर पार्टी में मजबूत रहे हैं।कई बड़े नेताओं के साथ उसके करीबी रिश्ते हैं। प्रदेश में सरकार बनाने-बिगाड़ने के खेल में चड्ढा का नाम हमेशा उछला है।यही नहीं, सरकारी नीतियों में भी चड्ढा ग्रुप का खासा दखल रहा है।कहते हैं कि गुरुप्रीत सिंह चड्ढा उर्फ पोंटी आज जो भी है, उसे बनाने में उत्तराखंड का काफी बड़ा हाथ रहा है।उत्तराखंड के लोगों के लिए तो यह कोई अनजाना नहीं है, गांव-गांव तक चड्ढा की बड़े शराब कारोबारी के रूप में पहचान है। हकीकत यह है कि उत्तराखंड ने ही चड्ढा की रीढ़ मजबूत की। 90 के दशक में चड्ढा ने हल्द्वानी की गौला नदी में खनन का कारोबार शुरू किया था। उपखनिजों के चुगान में मोटा मुनाफा होने पर उसने उत्तराखंड के देहरादून और हरिद्वार जिले में भी खनन कारोबार का विस्तार किया।1997 में राज्य के मैदानी क्षेत्र के अधिकांश नदी तटों पर उसने अपने ग्रुप का कब्जा जमा लिया। साथ ही शराब के कारोबार में भी उसका सिक्का चलने लगा। नब्बे का दशक समाप्त होते-होते पूरे राज्य में वह शराब और खनन करोबार का किंग बन बैठा। रुतबा ऐसा कि उत्तराखंड में उसने इन कारोबारों में किसी दूसरे व्यवसायी को पनपने ही नहीं दिया। फैलते व्यवसाय की वजह से उसका राजनेताओं से भी संपर्क होने लगा। इसी बीच, नवंबर 2000 में उत्तराखंड राज्य का गठन हुआ तो यहां की नीतियों में बदलाव आया। खनन का काम गढ़वाल व कुमाऊं मंडल विकास निगम और वन विकास निगम के पास चला गया, जबकि शराब के ठेकों का आवंटन लाटरियों के जरिये आम आदमियों को होने लगा। नई सरकारी नीतियों से चड्ढा उत्तराखंड में हाशिये पर चला गया, लेकिन शराब और खनन के कारोबार से उसका अप्रत्यक्ष जुड़ाव आज भी है। पर्दे के पीछे चल रहा खेल उसे आज भी मोटा मुनाफा पहुंचा रहा है। लिहाजा, चड्ढा की राज्य में सियासी दखल आज भी बरकरार है। मुख्यमंत्री बीसी खंडूरी का ताज छिनने और फिर दुबारा उनकी ताजपोशी तक घटे हर राजनीतिक घटनाक्रम में चड्ढा का नाम भी चर्चाओं में रहा है। हालांकि, राज्य में भारी भरकम रुतबा होने के बावजूद चड्ढा के ठिकाने पर इनकम टैक्स की छापेमारी के बाद उससे जुड़े यहां के लोग हलकान हैं।

देहरादून -प्रदेश में मतदान खत्म होने के बाद प्रदेश में सट्टे का बाजार गर्म हो गया है। दिलचस्प बात यह है कि सट्टेबाज इस बार इस बात पर ज्यादा दांव नहीं लगा रहे कि सरकार किस पार्टी की बनेगी बल्कि वे इस पर दांव लगाने लगे हैं
कि भाजपा या कांग्रेस का कौन सा दिग्गज जीतेगा या हारेगा। सट्टे का बाजार उन हॉट सीटों को लेकर ज्यादा गर्म है जहां प्रदेश के दिग्गज चुनाव लड़ रहे हैं। हालांकि इसमें कितने का सट्टा लग रहा है यह तय करना आसान नहीं लेकिन अनुमान के मुताबिक 40 से 50 करोड़ का सट्टा लगा हुआ है। वैसे सट्टे का पूरा कारोबार ही अनिश्तितता पर ही फलता फूलता है और सट्टेबाज इसी को लेकर जुआ खेलते हैं। सरकार को लेकर हालांकि बहुत से सट्टेबाज कांग्रेस का पक्ष ले रहे हैं लेकिन इस बार के चुनाव में मामला बहुत पेचीदा नजर आ रहा है। मीडिया के सामने सियासी दलों के नेता भले ही कितनी भी सीटों का दावा करें लेकिन ऑफ द रिकार्ड बात करने पर उनका आत्मविास डिगा सा नजर आ रहा है और अब तक यही असमंजस बना हुआ है कि आखिर किस दल को कितनी सीटें मिलेंगी। गौरतलब है कि चुनाव से पांच माह पहले जब निशंक मुख्यमंत्री थे तब राजनीतिक प्रेक्षकों को लगता था कि कांग्रेस को बढ़त मिली हुई है लेकिन खंडूड़ी के दोबारा सत्ता संभालने के बाद राजनीतिक समीकरण तेजी से बदलते नजर आए और भाजपा की स्थिति में सुधार नजर आने लगा। यही नहीं चुनाव की अधिसूचना जारी होने के बाद टिकटों को लेकर दोनो पार्टियों में बगावत और महज दो हफ्ते के चुनाव प्रचार के बाद मतगणना होने से राजनीतिक स्थिति और अनिश्चित सी लगने लगी। चुनाव प्रचार और मतगणना के दौरान वोटरों की अजीब सी खामोशी और अपेक्षा के विपरीत ऊंचा मतदान प्रतिशत इस सभी कारणों ने बहुत ही अनिश्चितता की स्थिति बना दी है ऐसे में सट्टा बाजार में ऊंची-ऊंची बोलियां लग रही हैं। सट्टा लगाने वालों का दिल्ली तक फैला नेटवर्क हर उम्मीदवार पर लाखों का सट्टा लगा रहा है। इस वक्त स्थिति यह है कि कोटद्वार, डोईवाला, रुद्रप्रयाग, बदरीनाथ, लैंसडौन, हल्द्वानी, मसूरी और पिथौरागढ़ जैसी विधानसभा क्षेत्रों के परिणामों को लेकर जबरदस्त सट्टा लग रहा है। कोटद्वार से मुख्यमंत्री खंडूड़ी व कांग्रेस के सुरेंद्र सिंह नेगी , डोईवाला से भाजपा के पूर्व मुख्यमंत्री रमेश पोखरियाल निशंक व कांग्रेस के वरिष्ठ नेता हीरा सिंह बिष्ट, रुद्रप्रयाग से मौजूदा शिक्षा मंत्री मातबर सिंह कंडारी व उनके साढू भाई नेता प्रतिपक्ष डा. हरक सिंह रावत मैदान में हैं। बदरीनाथ में रक्षा मोर्चा के केदार सिंह फोनिया, कांग्रेस के राजेंद्र भंडारी व हरीश पुजारी आदि भिड़ रहे हैं। लैंसडौन विस क्षेत्र में रक्षा मोर्चा अध्यक्ष रिटार्यड लेफ्टिनेंट जनरल टीपीएस रावत, भाजपा के दिलीप सिंह रावत व कांग्रेस की ज्योति रौतेला भिड़े हुए हैं। हल्द्वानी में कांग्रेस की इंदिरा हृदयेश व भाजपा की रेनू अधिकारी आदि मैदान में हैं। मसूरी में कांग्रेस के जोत सिंह गुनसोला व भाजपा के गणोश जोशी पिथौरागढ़ में मौजूदा पेयजल मंत्री प्रकाश पंत व कांग्रेस के मयूख सिंह महर, देव प्रयाग में मंत्री प्रसाद नैथानी, कांग्रेस के शूरवीर सिंह सजवाण व मौजूदा राजस्व मंत्री दिवाकर भट्ट आदि किस्मत आजमा रहे हैं। इन सीटों के नतीजों को लेकर बनी अनिश्चितता के कारण इन सीटों पर जमकर सट्टा लग रहा है। एक अनुमान के मु ताबिक 40 से 50 करोड़ रुपये का सट्टा लगा सरकार से ज्यादा दिग्गजों की सीटों में ज्यादा रुचि दिखा रहे सट्टेबाज

श्रीनगर। हेमवती नंदन बहुगुणा गढ़वाल केंद्रीय विवि के मुख्यालय में पीजी प्राइवेट परीक्षा के फार्म बृहस्पतिवार से मिलने शुरू हो जाएंगे। जबकि विवि से संबद्ध राजकीय महाविद्यालयों और प्राइवेट संस्थानों में एक-दो दिन बाद छात्रों को फार्म उपलब्ध हो सकेंगे।गढ़वाल केंद्रीय विवि में पीजी प्रथम वर्ष में सेमेस्टर सिस्टम लागू होने के कारण पीजी प्रथम वर्ष के प्राइवेट परीक्षा फार्म भराए जाने को लेकर लेटलतीफी हुई है। गढ़वाल विवि और शासन स्तर पर बनी सहमति के तहत सत्र 2011-12 के पीजी प्रथम वर्ष की प्राइवेट परीक्षा गढ़वाल विवि द्वारा संचालित की जानी है लेकिन छात्रों को डिग्री दीन दयाल उपाध्याय एफिलिएटिंग विवि की दी जानी है। विवि द्वारा फार्म भरने की तिथि दो से 11 फरवरी तक निर्धारित की गई है। लेकिन विवि के अधिकांश कर्मचारियों के चुनाव ड्यूटी से अभी तक वापस न लौट पाने के कारण संबद्ध महाविद्यालयों तक परीक्षा फार्म नहीं पहुंच पाए हैं। जिसके चलते संबद्ध महाविद्यालयों में दो फरवरी को फार्म उपलब्ध कराया जाना संभव नहीं है। विवि के कुलसचिव डा. यूएस रावत ने बताया कि विवि मुख्यालय में दो फरवरी से फार्म बिकने शुरू हो जाएंगे। एक-दो दिन में सभी संबद्ध महाविद्यालयों से भी फार्म बिक्री शुरू हो जाएगी। बिना विलंब शुल्क के फार्म भरने की अंतिम तिथि 11 फरवरी निर्धारित की गई है। जबकि विलंब शुल्क के साथ 15 फरवरी तक फार्म भरे जाएंगे। उक्त तिथियों पर बैक पेपर परीक्षा के बाद उत्तीर्ण हुए छात्र भी अगली कक्षा में प्रवेश के लिए फार्म भर सकेंगे।

पूर्वानुमान: अगर मतदाता ने दिया त्रिशंकु जनादेश तो शुरुआत में निलंबित रह सकती है विधानसभा (विकास धूलिया)-देहरादून-चुनाव पूर्व तरह-तरह के आंकलन और मतदान निबट जाने के बाद भी स्थिति साफ न होने के कारण राज्य की तीसरी विधानसभा की तस्वीर को लेकर कोई भी भरोसे के साथ कुछ कहने को तैयार नहीं। हालांकि भाजपा और कांग्रेस स्वाभाविक रूप से सत्ता तक पहंुचने का दावा कर रहे हैं लेकिन इन दावों में भी खास दम नजर नहीं आ रहा है। राज्य में इस चुनाव में नतीजों को लेकर जिस तरह का अनिश्चय बना है, उससे राजनीतिक गणित के माहिर भी हैरान हैं। इस सबके बीच अब एक संभावना यह भी उभरने लगी है कि अगर मतदाता ने त्रिशंकु विधानसभा का जनादेश दिया तो..। ऐसे में सरकार गठन में लगने वाले वक्त को देखते हुए तीसरी निर्वाचित विधानसभा की शुरुआत में एनीमेटेड सस्पेंशन की नौबत आ सकती है। एनीमेटेड सस्पेंशन का मतलब है चुनाव बाद किसी भी पार्टी को स्पष्ट बहुमत न मिलने और इस कारण सरकार के गठन में होने वाले विलंब के दौरान नव निर्वाचित विधानसभा को कुछ वक्त तक के लिए निलंबित कर दिया जाना। त्रिशंकु विधानसभा की नौबत आने पर राज्यपाल को यह अधिकार होता है कि विधानसभा के गठन के बाद राजनैतिक दलों को सरकार बनाने के लिए कुछ वक्त देकर विधानसभा को उस अवधि के लिए निलंबित कर दे। उत्तराखंड के विशेष संदर्भ में, यहां बाध्यता है कि नई विधानसभा का गठन 12 मार्च तक किसी भी स्थिति में हो जाना चाहिए। अब राज्य में मतगणना ही छह मार्च को है, यानि छह मार्च की शाम तक ही साफ हो पाएगा कि किस दल को कितनी सीटें मिली हैं। अगर भाजपा या कांग्रेस, या अन्य किसी भी दल को स्पष्ट बहुमत मिल जाता है तो नई सरकार के गठन में कोई दिक्कत ही नहीं लेकिन अगर सभी दल बहुमत के 36 के आंकड़े से पर्याप्त दूर रहते हैं तो तब गठबंधन या विधायकों का समर्थन जुटाने में खासा वक्त भी लग सकता है। इस स्थिति में 12 मार्च तक सरकार का गठन शायद मुमकिन नहीं हो पाए और तब आ सकती है विधानसभा को एनीमेटेड सस्पेंशन में डालने की नौबत। उत्तराखंड विधानसभा के सेवानिवृत्त प्रमुख सचिव महेश चंद्र के मुताबिक विधानसभा में किसी भी दल को स्पष्ट बहुमत न मिलने की स्थिति में अगर सरकार गठन में देरी होती है तो राज्यपाल इन्हें सरकार बनाने लायक बहुमत जुटाने के लिए वक्त दे सकते हैं। इस अवधि में विधानसभा को निलंबित रखा जाता है, जिसे एनीमेटेड सस्पेंशन कहा जा सकता है। उत्तर प्रदेश विधानसभा में भी यह हो चुका है। इस दौरान सभी शक्तियां राजभवन में निहित रहती हैं। pahar1.blogspot.com

भावार्थ: 2008 के भाद्रमास में सतपुली में मोटर बही। आर्डर आया कि अपनी मोटर की जाँच कराओ। इंजन खोलकर पुर्जे दिखलाओ। अपनी मोटर को साथ में लाओ। कल होगी जाँच अभी सो जाओ। भाई बंधु सो गये तो वर्षा ऐसी आई, गड़गड़ना और थरथराना सुनाई देने लगा। सुबह उठकर जब बाहर आए तो देखा कि नदी में सादण और खैर के पेड़ बहकर आ रहे हैं। हांक लगाई कि गाडि़येां के भीतर पत्थर भरो, बचाव हो जायेगा, धीरज धरो। पर गाड़ी की छत तक ही पानी आ गया। जिगर डम-डम काँपने लगा जो अपने को बचाने पीपल के पेड़ की डाली थामी, पर वो पापी पीपल का पेड़ तो जड़ समेत उखड़ गया। साथी भाई तुम अब घर जाओगे और सतपुली के हाल अपनी माँ को सुनाओगे। बताना कि शिवानन्दी का गोवर्धन भी वहाँ था, जिसके पास दो हजार रुपये थे। डाक खाने की नौकरी छोड़ उसने गाड़ी ली तो उस पापी गाड़ी ने उसे धोखा दे दिया।

हे पापी नयार क्या मैने तेरे लिए कमाया। मंगशीर के महीने में मेरा ब्याह तय था। माँ ने ककड़ी, मूली बोई थी जो हुई होगी तो उनको खाने वाला नहीं रहा। माँ की आँखे चली गयी अब तेरे को कौन देगा।

सतपुली की वह भीषण बाढ़ !

जनपद पौड़ी की नयार घाटी की चौंदकोट जनशक्ति सड़क, दगलेखर, दुधारखाल व सतपुली, बाघाट, घंडियाल कांसखेत मोटर मार्ग समेत कई सड़कें बीते वर्ष सितम्बर की अतिवृष्टि से बर्बाद होने के बाद इस एक वर्ष भी ठीक नहीं हो सकी हैं और इस जुलाई-अगस्त में नई आफत पैदा कर दी है। नेशनल हाइवे-119 सतपुली से ज्वालपाधाम पाटीसैंण तक कई स्थानों पर आवाजाही लायक नहीं रह गया है। जनता के श्रमदान से बना चौंदकोट जनशक्ति मोटर मार्ग सतपुली से तीन किमी दूर चौंदकोट प्रवेश द्वारा जमरिया तोक में 16 अगस्त से वाहनों के लिये ठप्प है। इस कारण जिले के एकेश्वर, पोखड़ा, पाबौ, बौरीखाल, धुलीसैंण विकासखंडों के सैकड़ों गाँवों में राशन, कैरोसीन, एलपीजी आदि की आपूर्ति प्रभावित हुई है। यह सड़क पूर्वी गढ़वाल को एक ओर कोटद्वार दिल्ली एन.एच से तो जोड़ती है तो दूसरी ओर रामनगर के रास्ते कुमाऊँ जाने का शॉर्टकट भी है। लाखों रु. खर्च होने के बाद भी 200 मीटर तक धँसी इस सड़क का उपचार नही हो सका है। नयार नदी की मनियारस्यूँ पट्टी के सैकड़ों गाँवों में पैदल आवाजाही के लिये बना पुल पिछले वर्ष पूर्व नयार नदी की बाढ़ से क्षतिग्रस्त हुआ था। इस बार यह 17 अगस्त से फिर बंद पड़ा है। आपदा प्रबंधन के मद से चार लाख रु. की धनराशि मिलने के बावजूद काम न होने से यह विकट स्थिति आई है। नयारघाटी सतपुली क्षेत्र की अनेक सड़कें भूस्खलन व दरकती चट्टानों की जद में हैं। क्षेत्र के दर्जनों सिचाई गूलें, स्कूल भवन, निजी मकान प्राकृतिक आपदा की भेंट चढ़ चुके हैं। गौरतलब है कि सूबे के आपदा प्रबंधन मंत्री त्रिवेन्द्र रावत नयारघाटी के खैरासैंण के मूल निवासी हैं तो आपदा प्रबंधन अनुश्रवण समिति के उपाध्यक्ष तीरथ सिंह रावत असवालस्यूँ पट्टी के सीरौं गाँव के।

सतपुली में 62 वर्ष पूर्व पूर्वी नयार नदी की बाढ़ में बही 22 मोटर गाडि़यों व तीस ड्राइवर, कंडक्टरों की जलसमाधि की घटना आज भी लोकगीतों के रूप में इस क्षेत्र के जनमानस में ताजा है। 14 सितम्बर 1951 को सतपुली कस्बे में बाईस मोटर गाडि़याँ नयार नदी में बह गई थीं। उस दौर में यह एक बड़ी आपदा मानी गई। इन लोगों की याद मे गढ़वाल मोटर ट्रांसपोर्ट यूनियन ने साठ के दशक में एक शिलालेख सतपुली के निकट सिमराली तोक में स्थापित किया था। वर्ष 1975 तक यूनियन के लोग प्रति वर्ष 14 सितम्बर को यहाँ आकर इन शहीदों को याद करते थे। फिर यह परंपरा जाती रही।
